What are you going to do?

As the IBA (Incinerator Bottom Ash) recycling and recovery sector evolves in response to EU environmental regulations, circular economy targets, and the demand for sustainable construction materials, procurement has become a strategic function. The Head of Procurement will ensure the business secures reliable, cost-effective, and compliant supply chains for equipment, services, and raw materials. This role is essential to support operational efficiency, drive innovation in supplier partnerships, and ensure alignment with ESG goals and EU waste recovery directives. This role reports to the Chief Operating Officer. This role requires frequent travel to various operational sites across Europe, including the Netherlands, Germany, Denmark, and the UK, with the head office based in Rotterdam.

Key Responsibilities

  • Develop and execute the procurement strategy aligned with business objectives, sustainability targets, and EU regulatory frameworks.
  • Lead sourcing and contract negotiations for key categories including plant equipment, transport services, and secondary raw materials.
  • Build and manage supplier relationships to ensure quality, compliance, and innovation.
  • Implement procurement best practices, including digital tools, risk management, and cost control measures.
  • Collaborate with operations, engineering, and compliance teams to ensure procurement supports project delivery and regulatory adherence.
  • Monitor market trends, commodity pricing, and geopolitical risks affecting supply chains.
  • Drive continuous improvement in procurement processes, including ESG performance and circular economy integration.
  • Ensure full compliance with EU procurement laws, waste management regulations, and internal governance policies. 

What do we ask?

  • Proven experience (7+ years) in a senior procurement role within industrial, waste management, or heavy manufacturing sectors.
  • Degree in Supply Chain Management, Engineering, Business, or related field; CIPS or similar certification preferred.
  • Strong knowledge of EU procurement regulations, environmental compliance, and circular economy principles.
  • Demonstrated ability to lead cross-functional teams and manage complex supplier networks.
  • Excellent negotiation, analytical, and stakeholder management skills.
  • Fluent in English; additional EU languages are a plus.
